Recently, the National Health and Family Planning Commission and the State Administration of Traditional Chinese Medicine have released the Guiding Opinions on Accelerating the Reform in Management of Electronic Registration of Medical Institutions, Physicians and Nurses (the "Opinions").
The Opinions set forth the goal of basically completing the work to issue and use electronic certificates, based on the all-around management of electronic registration, making the administrative approval services convenient and efficient, achieving a dynamic and prompt in-process and ex post regulation, and making medical resource information services available to everyone by 2020. To this end, the Opinions ascertain three tasks, including "accelerating the development of an electronic registration system", "optimizing and transforming government affairs services" and "strengthening the protection of information safety and development of a credit system". According to the Opinions, efforts will be made to standardize the examination and approval formalities, and set up a mode of monitoring the administrative approvals with all items covered, whole processes recorded and complete data supervised, depending on the electronic registration system, with a view to strengthening the prevention and management of corruption risks. Meanwhile, in-process and ex post regulation will be improve, and the basic registration information of medical institutions, physicians and nurses will be made accessible to the public through the electronic registration system to be subject to their supervision.
