Recently, the Plan for Promoting the In-depth Implementation of National Strategies in Intellectual Property Rights and Accelerated Building of an Intellectual Property Right (IPR) Power in 2017 (the "Plan"), deliberated and adopted by the Office of Inter-Ministerial Joint Meeting for the Implementation of Intellectual Property Strategies under the State Council, has been issued for implementation.
The Plan lays down 103 measures in detail from five perspectives, including "deepening reform in the IPRs field", "tightening the protection of IPRs" and "facilitating the creation and application of IPRs". It is made clear in the Plan that reform measures will be taken to further relax the patent agency access, together with efforts to improve the system of disclosing practicing information about patent agency; additionally, the Plan calls for strengthening regulation over trademark agencies, making a push to launch the interim measures for the administration of trademark agency credit, and driving ahead the third revision to the Copyright Law. Furthermore, it is required in the Plan to launch Interpretations on Several Issues concerning the Application of Law in the Review of Cases Involving Behavior Preservation for Intellectual Property Right and Competition Disputes and antitrust guidelines for abuse of IPRs, in order to promote the "three-in-one" trial of civil, administrative and criminal IPR cases.
