Lately, the Ministry of Housing and Urban-rural Development ("MOHURD") has issued the Rules on the Registration Administration for Certified Supervision Engineers (the "Rules"), effective from November 1, 2017.
The Rules regulate the application for initially registering as certified supervision engineers, the registration renewal, registration update and deregistration, and the application for a new Certified Supervision Engineer Qualification Certificate when the original one is lost or damaged. Further, the Rules clearly specify that an individual holding the Certified Supervision Engineer Qualification Certificate of the People's Republic of China is required to lodge an application for initial registration within three years from the issue date of his or her Certificate. According to the Rules, registration of certified supervision engineers will be valid for three years, and the individual who intends to continue his or her practicing activities after the expiration of the registration should apply for renewing the registration 30 days prior to its expiration, provided that he or she fulfills requirements on continuing education. In addition, the Rules propose that where a certified supervision engineer requests to change the employer where he or she practices as a certified supervision engineer, or alter the registered expertise or other content, within the validity period of the registration, he or she should apply for updating the registration. Where an application is filed for updating the registration, the original validity period of the registration remains unchanged after the registration has been updated.
