Recently, the National Energy Conservation Center ("NECC") has arranged for relevant entities to draft a series of guidelines for energy-saving examination in fixed asset investment projects, including the Guidelines for Energy-saving Examination in Fixed Asset Investment Projects (2017 Edition, Draft for Comment) (the "Draft for Comment"), to solicit opinions from the entities concerned by October 30, 2017.
The Draft for Comment provides for examination principles, procedures and key points in respect of the energy-saving examination in fixed asset investment projects, presentation of examination opinions, and statistical analysis of the projects' relevant information, in principle. Further, the Draft for Comment states that for projects with their process plans and energy consumption techniques limited to the relevant local conditions, projects with the construction nature of renovation and expansion, and heavy energy consumption projects, energy conservation examination institutions may arrange for experts to make a survey of these projects on the spot or hold meetings for the examination purpose on the site. According to the Draft for Comment, the project examination should focus on five aspects, including the project energy consumption and impacts caused thereby, project energy efficiency degree, and project construction plans.
