Lately, the General Administration of Quality Supervision, Inspection and Quarantine ("AQSIQ") have formulated and issued the 13th Five-Year Plan for Developing the Cause of the Safety and Energy Conservation of Special Equipment ("Plan").
The Plan sets forth a goal of improving the rule of law for the safety of special equipment, setting up a special equipment safety governance system with Chinese characteristics to advance the governance capability towards modernization, effectively reining in major and extremely serious accidents and incidents of significant impacts, cutting the mortality rate and the accident rate per ten thousand special equipment approximately to the level of developed countries, boosting the quality of products and services in respect of special equipment to or close to the international advanced level, and constantly making energy-intensive special devices more energy efficient, by the year 2020. To this end, the Plan lays down some tasks, including "promoting the law-based governance of special equipment" and "holding firmly to the safety bottom line". In particular, the Plan states that efforts will be made in the future to draft the Regulations for the Safety of Elevators and Escalators and formulate and amend other relevant laws and regulations. Other actions will be taken to revise and improve existing rules, accelerate the formulation of new rules regarding the administrative licensing, inspection and testing, and on-spot supervision and check, integrate and streamline relevant compulsory national standards, and encourage the launch of group standards and corporate standards that are more rigorous than requirements set out in regulations and compulsory standards.
