The Ministry of Ecology and Environment ("MEE") has recently drafted the Limits on and Measuring Methods for Atmospheric Pollutants Emitted by Three-wheeled Automobiles and Diesel Engines Installed Therein (Phase III in China) (Draft for Comment) (the "Draft for Comment") which are hereby released to solicit opinions from the units concerned by May 20, 2018.
On the basis of the Limits on and Measuring Methods for Atmospheric Pollutants Emitted by Diesel Engines Installed in Three-wheeled Automobiles and Low-speed Lorries (Phase I and Phase II in China), the Draft for Comment removes requirements on diesel engines used in low-speed lorries, and adds a series of new requirements, such as the requirement that newly-manufactured three-wheeled automobiles shall meet applicable environmental standards, the requirement on the intensity of smoke discharged by a three-wheeled automobile under free acceleration, the requirement on checks over in-use automobiles to look into the conformance to relevant standards, the requirement on durability, the requirement on information release, and the requirement on the quality assurance for emission-related spare parts. Furthermore, the Draft for Comment imposes stricter limits on the polluting emissions, details requirements on labels attached to diesel engines, and optimizes rules on checks over production consistency.
