The Ministry of Transport ("MOT") has recently issued the Measures for the Assessment of Service Quality and Credit Standing of Taxis (the "Measures"), effective from June 1, 2018 and valid for a period of three years.
The Measures, comprising 45 articles in seven chapters, provide how to grade taxi enterprises and drivers in the assessment of their respective service quality and credit standing, the assessment of service quality and credit standing, incentives and disciplinary measures, etc. The Measures prescribe that the administrative department governing taxis shall publish results concerning the assessment of service quality and credit standing of taxi enterprises and drivers, the time of next registration for the assessment of service quality and credit standing of drivers, and other relevant information, in a timely manner, and refer to the assessment outcome of service quality and credit standing of taxi enterprises as an important determinant as to whether to grant them the right to operate parade floats or approve the renewal of their business permits for taxi enterprises. In addition, the Measures expressly state that administrative departments governing taxis shall specify the grade of service quality and credit standing of the parade float driver on the service supervision card for each parade float. The grade of service quality and credit standing of a driver offering online car-hailing services shall be indicated by the online car-hailing platform company on the mobile application installed on user terminals.
