The National Energy Administration ("NEA") has recently issued the Circular on Relevant Requirements on the Administration of Wind Power Construction in 2018 (the "Circular").
The Circular states that efforts will be made to fully put in place requirements on planning and pre-warning, put wind power consumption on the top of the list, strictly implement conditions on power distribution and consumption, promote the mode of allocating wind power projects in a competitive way, optimize investment environment for wind power construction, and proactively encourage the consumption of power generated from wind power projects fully by nearby regions. Additionally, the Circular provides that, regions given a red-class or orange-class warning shall strictly implement relevant requirements set out in the Circular of the National Energy Administration on Announcing the Monitoring and Warning Results for Wind Power Investment in 2018, and shall not enlarge the scheduled scale during the mid-stage assessment for the 13th Five-Year planning. Furthermore, the Circular notes that, as of the issue date of this Circular, newly-added provincial centralized land wind power projects, of which the wind power construction plans have not been published yet, and marine wind power projects, of which investors are still uncertain, shall be all allocated in a competitive way, and the on-grid power price shall be fixed similarly.
