Lately, three departments, including the General Office of the Ministry of Transport ("MOT"), have issued the Action Plan for Road Transport Work Safety (2018-2020) (the "Plan").
The Plan proposes to drive the reform in the administration system for road transport safety, deepen the training program of improving drivers' quality, practically strengthen administration of security technologies employed on vehicles in operation, intensify the standardized administration of transport safety in major fields, enhance safeguards for road infrastructure safety, improve the capacity to dynamically monitor vehicles in operation, and make vigorous efforts to boost safety through science and technology. In particular, the Plan expressly states that transport enterprises are inspired to establish and improve management systems with respect to the comprehensive surveys to detect and rule out potential safety hazards and the self-inspection and self-control of safety risks, prepare manuals for the comprehensive surveys to look into hidden dangers and identify risks, carry out activities to evaluate safety risks and identify hazards, put in place safety operating standards, and optimize controlling measures and emergency response plans. Meanwhile, efforts will be made to accelerate instituting the professional qualification system for road transport and make improvements to the framework of the professional qualification system which covers the occupational standards, professional qualification examination, registration management, continuing education, practicing management, and the international mutual recognition system.
