The Equipment Industry Department of the Ministry of Industry and Information Technology ("MIIT") has recently issued the Automobile Event Data Recorders (Draft for Comment) (the "Draft for Comment") to seek opinions from all walks of life by July 20, 2018.
The Draft for Comment provides for terms and definitions, technical requirements, testing methods, exterior appearance and labels, type inspection, etc. for the automobile event data recorders (EDR) applied in M1 vehicles, and applies to the design, manufacturing, inspection and application of automobile event data recorders installed in M1 vehicles. According to the Draft for Comment, data elements recorded by an EDR are divided into two classes, namely, Class-A data that must be recorded for a vehicle equipped with an EDR and Class-B data that must be recorded for relevant devices of a vehicle equipped with an EDR. The EDR system shall be able to prevent data from being altered or deleted, and the controller with the EDR functions or other proper devices shall provide reliable safeguards to prevent important components, such as the data storage units, from being replaced; also, data recorded by the EDR system cannot be altered or deleted in any form through any external devices.
