The Department of Flight Standards of the Civil Aviation Administration of China ("CAAC") has recently issued the revised Availability of Facilities and Equipment for Emergency Rescue at Civil Transport Airports (Draft for Comment) (the "Draft for Comment") to seek opinions from the units concerned by July 19, 2018.
The Draft for Comment provides for the standards and basic requirements on facilities and equipment available for emergency rescue at civil transport airports within the territory of China, and could be used for the design, construction, and safeguards for safe operation, of airports. The Draft for Comment deals with the medical responses to be given when certain accidents, such as aircraft flight accidents, ground accidents concerning civil aviation, sudden public (health) incidents and acute diseases suffered by flight passengers, take place at airports and their surrounding areas, and mainly covers the responsibilities, mechanisms, tasks, etc. with respect to emergency rescue at civil airports. Furthermore, the Draft for Comment adds indicators relating to aircraft movement areas to the methods for determining the grade of safeguards for emergency rescue, adjusts the categories and quantities of drugs, instruments (devices), equipment, materials and ambulances, and introduces requirements on emergency rescue at high-altitude plateau airports.
