The State Administration of Radio and Television ("SART") has recently released the Administrative Measures for Network Access Authentication of Radio and Television Equipment and Facilities (the "Measures"), with effect from August 20, 2018.
The Measures provide that, China will run the network access authentication system for equipment and facilities that are set to be connected to the transmission network and the monitoring network for radio and television broadcasters, radio and television, and the competent authority of radio and television of the State Council will issue network access authentication certificates for equipment and facilities for radio and television. Any equipment or facilities without such certificates shall not be used for the transmission network or the monitoring network for radio and television broadcasters, radio and television. Furthermore, the Measures expressly state that ten categories of radio and television equipment and facilities, including "equipment and facilities for the network security of radio and television", will be governed under the network access authentication mechanism. The competent authority of radio and television of the State Council will entrust testing agencies to test the sampled products in accordance with relevant national standards, industry standards or relevant technical specification for network access, and have them issue sampling inspection reports within one month. The network access authentication certificates will be valid for three years.
