The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued the List of Revisions to the Ambient Air Quality Standards (GB 3095-2012) (Draft for Comment) (the "Draft for Comment") to seek opinions from the units concerned by July 26, 2018.
The Draft for Comment introduces revisions as below. The first is changing the requirement that the standard status applies to the status of all monitoring behaviors, into a new rule that the reference status (under 25 degrees centigrade and a unit of standard atmospheric pressure) will apply to the monitoring of gaseous pollutants, while the actual status (i.e. the actual environment temperature and press status during the monitoring period) will apply to the monitoring of particles and components thereof. The second is adding a requirement that the temperature, atmospheric pressure and other meteorological parameters shall be monitored and recorded, when the density of ambient air pollutants is monitored, so as to ensure the traceability of historical data. In addition, a series of standards or technical specifications that accompany the Draft for Comment will be respectively amended or updated accordingly.
