According to the Draft for Comment, this amendment merely introduces revisions to some articles of the original version, with its structure remaining unchanged. The revisions are mainly intended for adjusting the two-tier permit-issuing system as provided in the existing regulations, under which radiation safety permits shall be issued by the national-level and provincial-level departments of environmental protection, into the three-tier permit-issuing system to involve the national-level, provincial-level and city-level departments, under which the power to issue permits to entities with relatively lower radiation safety risks may be delegated to a proper extent. Also, certain articles where the wording is not rigorous or complete, in the original version, are partially amended. For example, the Draft for Comment introduces one more paragraph to the original Article 6 as its third paragraph, reading: "permits to entities not specified in the preceding paragraph shall be issued by the competent authority of environmental protection of the provincial people's government or of the people's government of a city with districts, after examination, and rules on the examination and approval power for such permits shall be formulated by the people's government of the province, autonomous region or municipality directly under the Central Government".
