The General Office of the Ministry of Housing and Urban-rural Development ("MOHURD") has recently issued the industry standard, the Code for Electrical Design of Residential Buildings (Draft for Comment of Partial Revisions) (the "Draft for Comment"), for public consultation by September 16, 2018.
The Draft for Comment covers contents in fifteen aspects, including the power supply and distribution system, distribution substations, private standby power supply, and low voltage power distribution, and applies to the electrical design of residential buildings newly constructed, renovated and expanded in urban areas. According to the Draft for Comment, the electrical design of a residential building shall be commensurate with engineering characteristics, scale of the project and the development planning, and adopt emerging technologies, new equipment and new materials that have been proved effective in practice. The electrical equipment shall use highly-efficient, energy saving, environmentally friendly and safe electrical products with advanced performance that conform to relevant existing standards of the State, and using those products that have been weeded out by the State is strictly prohibited. In particular, for the information technology system infrastructure, the Draft for Comment stipulates that enough space shall be set aside in a residential building, according to the management model, for the communication business operator and the information network business operator to install two communication and network facilities at least.
