The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued the Technical Specification for Dyeing and Finishing Waste Water Treatment of Textile Industry (Draft for Comment) (the "Draft for Comment") to seek opinions from the entities concerned by October 15, 2018.
The Draft for Comment provides for the technical requirements for the design, construction, acceptance inspections, operation and maintenance of projects for treating dyeing and finishing waste water of the textile industry. Major revisions introduced this time touch upon five aspects as below. The first is making improvements to elements of this standard and the arrangement of contents thereof, in accordance with requirements of the Technical Guidelines on Preparing Environmental Engineering Technical Specification (HJ 526-2010). The second is updating contents of "Section IV Pollutants and Pollution Load". Third, technical requirements in this standard reinforce the principle of "separating clean water from turbid one and treating the water differently depending on water quality", improve the techniques to treat waste water and design parameters for each technical unit. The fourth is supplementing requirements on the techniques and design for the deep treatment and the treatment for the recycling purpose. The fifth is improving technical requirements in the "Section VIII Testing and Process Control".
