The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued the Administrative Provisions on Qualifications of Nondestructive Testers for Civil Nuclear Safety Equipment (Draft for Comment) (the "Draft for Comment") and the Administrative Provisions on Qualifications of Welders for Civil Nuclear Safety Equipment (Draft for Comment) to seek comments from the units concerned by September 21, 2018.
Major contents of five chapters in the Draft for Comment are illustrated as below. The first is strengthening the unified organization and management of assessment. The second is optimizing the classification of nondestructive testers. The third is improving the exam registration conditions for nondestructive testers. The fourth is fulfilling employers' subject responsibilities. And the fifth is optimizing requirements on the assessment management. According to the Draft for Comment, this amendment optimizes conditions for the registration for the qualification examination for nondestructive testers, under which the work performance will be a dominant assessment indicator. As for senior nondestructive testers, it is required to have obtained the qualification certificates for nondestructive testers for five years at least. Meanwhile, qualified senior nondestructive testers in other industries are encouraged to apply for qualification certificates as senior nondestructive testers for civil nuclear safety equipment.
