The Ministry of Housing and Urban-rural Development ("MOHURD") has recently distributed the Official Reply on Broadening the Scope of Construction Activities Carried out in Fujian by Taiwan Construction Enterprises (the "Reply").
The Reply states that, the Request for Instructions on the Scope of Construction Activities Carried out in Fujian by Taiwan Construction Enterprises, submitted by the Department of Housing and Urban-rural Development of Fujian Province, has been received. Upon careful studies, the MOHURD gives an official reply, which states that: first, it approves Fujian Province can expand the opening-up policy on the construction industry (excluding the engineering survey) for Taiwan, which is previously implemented in Pingtan, to Xiamen City. Second, it approves Taiwan architecture firms are permitted to engage in the improvement of rural living environment and the program of building a beautiful countryside in Fujian Province. Third, the Department of Housing and Urban-rural Development of Fujian Province is required to actively coordinate and effectively work on the pilot reform of letting Taiwan construction enterprises conduct construction activities in Fujian. Furthermore, efforts will be made to formulate relevant administrative measures and roll out arrangements, and strengthen the supervision and administration, to ensure fair competition and engineering quality safety.
