The Department of Circulation Industry Development of the Ministry of Commerce ("MOFCOM") has recently formulated and issued the Standard for the Construction and Management of Green Renewable Resource Sorting Centers (Draft for Comment) (the "Draft for Comment") for public comment by November 1, 2018.
The Draft for Comment provides for the terminology related to renewable resource sorting centers and definitions thereof, principles and basic requirements for the construction of such centers, construction requirements, equipment requirements, security requirements, product quality requirements, management requirements, among others, and applies to the establishment, construction and operating management of sorting centers for such renewable resources as the steel scraps, waste paper, waste plastics, and non-ferrous metal scrap. The Draft for Comment expressly states that, sorting centers shall classify by category the products to be sorted out, and these sorting centers themselves are also divided into two groups, namely specialized sorting centers and integrated sorting centers. It is proper to propose and plan a sorting center for each district or county which shall be designed with the adequate capacity to process the amount of renewable resources created and recycled locally. In the meantime, land shall be used intensively to build a sorting center that will pursue cleaner production and make use of harmless raw materials and low-carbon energy.
