The Ministry of Human Resources and Social Security ("MOHRSS") has recently distributed the Plan for Upgrading Vocational Skills of the New Generation of Migrant Workers (2019-2022) (the "Plan").
The Plan states that, China will strive to achieve the goal of making vocational skill training for the new generation of migrant workers widespread, universal and inclusive, by the end of 2020; in other words, great efforts will be made to widely arrange for the new generation of migrant workers to receive vocational skill training and improve the coverage of such training; popularize resources of vocational skill training courses and enhance the availability of these training courses; carry out policies for inclusive subsidies in all aspects and arouse the enthusiasm of all parties concerned to participate in the training. To this end, the Plan sets out two tasks which are "organizing large-scale vocational skill training in various forms" and "practically boosting training quality". According to the Plan, extensive training courses concerning employability skills will be carried out to promote the success in seeking employment in other areas; also, training programs in respect of innovation and entrepreneurship will be offered to cultivate leading pioneers of innovation; additionally, effective public employment services shall be offered to realize the integration of training and employment. Among others, more efforts will be made to organize e-commerce training programs for the new generation of migrant workers.
