The Department of Consumer Goods Industry of the Ministry of Industry and Information Technology ("MIIT") has recently issued the Administrative Measures for Salt Used in Fishery and Animal Husbandry Industries (Draft for Comment) (the "Draft for Comment") for public consultation by February 21, 2019.
The Draft for Comment provides that, the production, operation and consumption of salt intended for the use in fishery and animal husbandry industries shall be governed by the Administrative Regulations for Feed and Feed Additives. Salt used to process, produce and keep fresh aquatic products and animal products shall be the edible salt. Meanwhile, the Draft for Comment expressly states that, enterprises producing and selling salt used in fishery and animal husbandry sectors shall establish the mechanism to take truthful records of their own production, procurement and sales activities, and safekeep relevant vouchers, adding that these records and vouchers shall be retained for at least two years. Furthermore, the Draft for Comment requires that administrative departments of agriculture and rural affairs and competent authorities of salt shall earnestly perform their own duties, enhance mutual collaboration and cooperation, share information with each other via the governmental-affair information system or by other means, and establish a sound system for collaboration and cooperation in administrative law enforcement activities.
