The State Administration for Market Regulation ("SAMR") has recently issued the Assignment of Key Tasks for Executing the Plan for Deepening the Standardization Reform (2019-2020) (the "Assignment of Tasks").
The Assignment of Tasks sets out arrangements from the perspectives of the administrative system for compulsory national standards, the administrative system for recommended standards, etc. The Assignment of Tasks calls for solid progress in military-civilian integration in the field of standardization. Efforts will be made to strengthen the development of systems for military-civilian integration in the field of standardization, institute a system under which civilian standards will be adopted for national defense and building of military troops, make an improvement to procedures for the enactment and revision of standards that are applicable both at the military and civilian level, and create a standardization mode featuring mutual consultation, joint development and sharing between military and civilian parties. Moreover, the military-civilian standard universalization program will be advanced by stepping up efforts to formulate military-civilian universal standards for key fields. Furthermore, the Assignment of Tasks calls for further reinforcing the implementation of the self-declaration and supervision system for enterprises' product and service standards to expand the scope of enterprises that voluntarily make public their standards, and speeding up the implementation of the "enterprise standard pioneer system".
