The Ministry of Transport ("MOT") has recently drafted and issued the Management Rule for Civil Aircraft Maintenance Personnel Licenses (Revised Draft for Review) (the "Revised Draft for Review") to seek public comments by May 23, 2019.
The Revised Draft for Review provides for the application for, issuance and management of civil aircraft maintenance personnel licenses, the authorization of aircraft types on licenses, etc. the Revised Draft for Review expressly states that all contents in relation to "the accreditation of civil aircraft component maintenance personnel qualifications" and "the accreditation of foreign (overseas) civil aircraft maintenance personnel qualifications", as set out in the main body of and annexes to the regulation CCAR-66R2 are removed. Further, the Revised Draft for Review clarifies that a license applicant must complete the standard 147 training course before sitting for the license exam. The categorization of the authorization of aircraft types on licenses into the authorization for Class I aircrafts and for Class II aircrafts, is cancelled to get the rule aligned with the international practice regarding such authorization adopted by authorities of developed countries, like the European Aviation Safety Agency ("EASA"). Additionally, on-campus students will be allowed to participate in the license training when they are receiving the academic education, and will be granted licenses upon graduation if they complete and pass such training; this will greatly shorten the length of internal vocational training provided by enterprises.
