The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued four standards, including the Technical Specifications on the Sampling of Open Source Dust Particles (for Trial Implementation) (Draft for Comment) (the "Draft for Comment"), to seek comments from the units concerned by May 10, 2019.
The Draft for Comment provides for respective methods to sample soil dust, road dust, construction dust, stacking dust, and secondary fugitive dust, during the analysis of sources of particulate matters in ambient air. In the section discussing sites established to collect road dust, the Draft for Comment clearly states that urban roads are classified into main arteries, secondary arteries, feeder roads and expressways, according to their different traffic functions, adding that comprehensive consideration shall be given to traffic flow, types of vehicle models, dust load and other factors, to select at least two roads of the same type and collect a set of samples for each type of road. As regards the preparation of a sampling plan, the Draft for Comment states that a feasible sampling plan shall be prepared according to the sampling purposes and survey data, and shall cover at least an overview of sources of pollution, selection principles, sampling purposes, what to be sampled, and sampling sites.
