The General Office of the Ministry of Ecology and Environment ("MEE") has recently issued the Technical Guideline on Pollution Prevention and Control for Solid Waste Recycling (Second Draft for Comment) (the "Draft for Comment") to seek comments from the entities concerned by June 10, 2019.
The Draft for Comment, which sets out general technical requirements for pollution prevention and control for solid waste recycling projects, applies to the existing, newly-built, rebuilt and expanded solid waste recycling projects and may be used as the technical basis of the environmental impact assessment, design, construction, acceptance checks, and post-construction operation and management, of solid waste recycling projects. According to the Draft for Comment, solid waste recycling should comply with the principle of putting environmental safety in the first place, and solid waste should be treated in a harmless manner, turned into useful resources and reduced in respect of its amount, on the premise that environmental safety is ensured throughout the entire process. Meanwhile, life-cycle evaluation of solid waste recycling technologies will be encouraged, and then such technologies will be screened based on the evaluation results and in accordance with the national industrial technology policies for relevant industries, and applicable regulations and industries technology policies for specific industries shall apply during the process.
