The Ministry of Finance ("MOF") has recently issued the Administrative Measures for Financial Bills (Revised Draft for Comment) (the "Draft for Comment") for public comment by July 20, 2019.
The Draft for Comment provides that financial bills include bills for non-tax revenues, settlement bills, and other types of financial bills, adding that content specified on a financial bill should include the name of the financial bill, its code, the bill supervision seal, items, standards, quantity, amount, etc. and that a financial bill comprises three copies, namely the stub, the receipt and the accounting voucher. Meanwhile, the Draft for Comment expressly states that obtaining financial bills requires the provision of relevant certificates, and merely a limited number of financial bills will be granted each time, after the previously-granted financial bills have been checked and verified. Generally, an application should be filed to the department of finance at the same level, according to the fiscal affiliation, for obtaining financial bills. Moreover, the Draft for Comment requires that entities using financial bills shall designate individuals to specifically take charge of management of financial bills, establish the registration system for use of financial bills, create standing books on management of financial bills, and submit, as required, the information on the use of financial bills to the departments of finance.
