The Ministry of Human Resources and Social Security ("MOHRSS") has issued the Guidelines for Criteria of Disclosure of Grassroots-level Government Affairs in the Realm of Employment and Social Insurance (the "Guidelines").
In the first place, the Guidelines set the work goals that county-level departments of human resources and social security, county-level public service agencies for employment and social insurance, grassroots-level public service platforms (windows) of towns (subdistricts), and integrated service stations of villages (communities) will publicly disclose those matters specified on the two catalogs for employment and social insurance by the end of 2019, and then gradually expand the scope of matters made open to cover all service matters at the same level in the field of employment and social insurance. Next, the scope of application for the Guidelines reads that county-level departments of human resources and social security, county-level public service agencies for employment and social insurance, grassroots-level public service platforms (windows) of towns (subdistricts), and integrated service stations of villages (communities) will be governed by the Guidelines. In addition, the Guidelines touch upon the catalogs of matters to be disclosed and the criteria of disclosure, work procedures for disclosure, and safeguard measures. Furthermore, each region is required to report the local catalog of grassroots-level government affairs in the field of employment and social insurance subject to disclosure to the MOHRSS's General Office for record-filing by the end of September 2019.
