The Central Committee of the Communist Party of China ("CPCCC") and the State Council have recently distributed the Outline for Building China into a Transport Powerhouse (the "Outline").
The Outline draws up a blueprint in which China will essentially build itself into a transport powerhouse by 2035, basically forming "one-hour, two-hour and three-hour transport circles nationwide" (specifically the one-hour commuting circle in downtown areas, the two-hour inter-city trip within a city cluster, and the three-hour trip to nationwide major cities)" and "one-day, two-day and three-day express logistics circles worldwide" (specifically the one-day delivery for domestic business, the two-day delivery of parcels to neighboring countries, and the three-day delivery of parcels to major cities in the world). It is also expected to completely build China into a transport powerhouse that wins public satisfaction, provides strong safeguard measures and ranks forefront in the transport sector, by the middle of this century. To this end, the Outline lays out tasks in nine aspects, including "optimizing the layout of infrastructure and forming the interconnectivity", "rolling out advanced, feasible, well-established and controllable transport equipment" and "delivering convenient, comfortable, economical and efficient transportation services". According to the Outline, efforts will be made to accelerate the development of innovative business forms and models, promote the sharing transportation, develop the service systems based on mobile smart terminal technologies, and achieve the mobility as a service (MAAS). Additionally, actions will be taken to expand opening-up, attract foreign investment into the transport sector, and thoroughly implement the administrative regime by pre-entry national treatment plus negative list.
