Four authorities including the Ministry of Education ("MOE") have recently issued the Circular on Issuing the List of the First Batch of National Corporate Practice Bases for Vocational Education Teachers (the "Circular").
The Circular states that enterprises including the China Communications Services Corporation Limited are selected as the first group of national corporate practice bases for vocational education teachers. Also, the Circular rolls out seven measures, including deepening industry-education integration and cooperation between schools and enterprises, arranging for teachers to carry out practices in enterprises, pushing forward the exchange of personnel between schools and enterprises. Among others, the Circular clearly states that enterprises, schools and scientific research institutes will be supported in seeking coordinated innovations in key technologies, core techniques and common problems facing the industries, explore an effective mechanism under which resources will be shared with vocational schools to seek win-win results, and accelerate the transformation of basic research achievements into industrially applicable technologies. Moreover, the Circular calls for establishing the industry mentor information database and the platform for introduction and promotion of research and development achievements of school teachers; putting into operation the two-way personnel exchange mechanism whereby teachers will take up concurrent jobs in enterprises and outstanding technical and management employees and skilled workers of enterprises will be sent to give lessons as part-time teachers in vocational schools; making improvement to policies and guarantee of expenditures; and prompting schools and enterprises to collaboratively build a group of teachers experienced in both school education and actual practices in enterprises.
