Recently, the State Post Bureau ("SPB") and the Ministry of Industry and Information Technology ("MIIT") have jointly issued the Opinions on Promoting Deeper Integrated Development of the Express Delivery Industry and the Manufacturing Industry (the "Opinions").
The Opinions states that the express delivery industry will serve an increasingly wider scope of fields of the manufacturing industry by 2025, deeply integrate with the manufacturing of automobiles, consumer goods, electronic information, biological medicines, etc. and develop the capability of delivering services for the supply chain in the procurement, production, distribution and after-sales links for the relevant manufacturing fields, mature business models for integrated development, such as warehousing-distribution integration, inbound logistics, international supply chain, and outbound coordination, will be created, and 100 representative projects in deeper integration and 20 pilot zones in deeper integrated development will be established. For that to happen, the Opinions outline eight priorities, including deepening cooperation in industries, synergizing the industry landscape, and enhancing the service capabilities. Among others, the Opinions state that manufacturers and logistics enterprises are supported in pooling their resources to establish joint-venture companies and drawing on each other's strengths to develop the supply chain services oriented to the same field of the manufacturing industry.
