The General Office of the Ministry of Industry and Information Technology ("MIIT") has recently issued the Circular on Organizing and Conducting the Work on Diagnostic Services for Industrial Energy Conservation in 2020 (the "Circular") and the Circular on Assigning the Special Energy Conservation Supervision Tasks for National Major Industrial Projects for the Year 2020.
The Circular states that each provincial authority of information and industry technology shall work out the number of enterprises in the local administrative region that are going to receive diagnostic services for energy conservation and the industries they belong to (note: this number should be higher than 300 in principle and may be lowered to be least 200 according to the local industrial size, industrial structure and the number of enterprises established in the local administrative region), and fill out and submit plans such as the Work Schedule for Diagnostic Services for Energy Conservation in 2020. It also clarifies the requirements for organizational implementation in three aspects, including urging sound diagnostic services for energy conservation. Among others, the Circular requires that each provincial authority of information and industry technology shall harness the diagnostic service platform for industrial energy conservation to regularly schedule the progress of diagnostic services for energy conservation, and perform acceptance checks of tasks related to diagnostic services for energy conservation to examine the number of enterprises that have received the diagnostic services, quality of the services delivered, data reporting and others. If such tasks are not accomplished due to the shutdown of enterprises or other reasons, the relevant institutions may be instructed to render services to other enterprises, so as to ensure number of enterprises receiving the diagnostic services is not less than the desired volume of work.
