The General Office of the Ministry of Human Resources and Social Security ("MOHRSS") has recently issued the Guide to Epidemic Prevention and Control for Offline Recruitment Events (the "Guide").
The Guide outlines 15 measures from five perspectives, including strengthening management of prevention and control measures taken at the venues. Among the measures are working out a reasonable layout, providing preventive materials, and improving emergency management. Among others, the Guide expressly states that larger distance should be kept between two service counters or windows at the service venues, and the one-meter warning line should be set up in front of service counters, queuing management machines, self-service machines, and recruitment booths. Additionally, live recruitment events should be properly controlled in terms of the scale, with booths set up in a reasonable way to keep an adequate and safe distance between two of them and entry and exit passages separated from each other with a certain distance. The Guide also mandates that reservation shall be promoted for normal recruitment services, controls, such as letting in visitors at different time slots and ensuring they are spaced out, shall be imposed to limit the number of entries and maintain a safe distance. During the recruitment fairs, particularly those held indoors, crowdedness must be strictly controlled on the spot, and the crowd should be dispersed in a timely manner as the circumstance may require; job seekers are advised to shorten the length of visit; and crowd control measures may be taken when necessary.
