The Office of the National Archives Administration of China ("NAAC") has recently issued the Administrative Measures for Archives about Major Events and Emergencies (Draft for Comment) (the "Draft for Comment") to invite opinions from the relevant entities before July 31, 2020.
As stipulated in the Draft for Comment, archiving major events and emergencies will be regulated by a list-based management system. The Draft for Comment specifies that the competent department for archives is responsible for drawing up a list of archiving for major events and emergencies within its jurisdiction and determining the annual work tasks (or matters) among others. Work tasks (or matters) shall include but not be limited to four categories, such as "Party congress, National People's Congress, Political Consultative Conference, international, national or regional summits, cooperation and exchange meetings, expos, meetings to invite investment, promotion meetings and other meetings, and exhibition activities". The Draft for Comment indicates that the competent department should collect such documents and materials as "business data, official emails, web messages, and social media information". Besides, it also requires archives to regularly publish catalogues of open archives through their websites or other means.
