The General Office of the State Council has recently issued the 2020 Legislative Plan (the "Plan").
The Plan mainly makes arrangements in ten aspects including economy, culture, livelihood security, social governance, and public health. Specifically, in respect of adhering to and improving the basic socialist economic system and promoting high-quality economic development, the Plan clarifies that the Standing Committee of the National People's Congress will be requested to review the Stamp Tax Law (Draft); the Regulations on Securing the Payment to Small and Medium-sized Enterprises and the Interim Administrative Regulations on Private Investment Funds will be developed; and administrative regulations inconsistent with the foreign investment law will be revised. Meanwhile, the 16 laws that the Standing Committee of the National People's Congress will be requested to review as specified in the Plan also include, among others, the Draft Revision to the Copyright Law, the Cultural Industry Promotion Law (Draft), the Draft Revision to the Work Safety Law, the Draft Revision to the Law on the Prevention and Treatment of Infectious Diseases. And the 26 administrative regulations to be developed or revised as specified in the Plan also include, among others, the Implementing Regulations of the Land Administration Law, the Regulations on Protecting Minors on the Network, the Implementing Regulations of the Law on the Protection of Consumer Rights and Interests, and the Regulations on the Supervision and Administration of Medical Devices.
