Three departments including the Ministry of Science and Technology ("MOST") have recently issued the Regulations on the Performance Evaluation for Scientific and Technological Plans (Special Projects, Funds, etc.) Funded by the Central Government (for Trial Implementation) (the "Regulations"), effective on the date of issuance.
The Regulations specify that the MOST will, in conjunction with the relevant departments (the "Evaluation Principals"), take a lead in putting forward evaluation demands, working out evaluation work schemes, and defining evaluation purposes and tasks, evaluation scope, organizational form, work processes and so on. In accordance with the Regulations, performance evaluation contents of scientific and technological plans generally include target positioning, organizational management and implementation, target accomplishment, effects and influences of such plans, among others. In particular, the research and development of major strategic products, progresses in and effects of key common technologies and major engineering construction, breakthroughs in core technologies, resource coordination and integrated collaborative problem-solving organization and management, the promotion for local jump of scientific, technological and industrial fields, as well as the contributions to and influences on high-quality economic and social development shall be primarily investigated during the performance evaluation for national major special scientific and technological projects. The Regulations also require the Evaluation Principals to supervise the performance of evaluation agreements by evaluation agencies by such means as of random check.
