The General Office of the Ministry of Ecology and Environment ("MEE") has recently formulated and issued the Provisions on the Nuclear Safety Reports of Operators of Nuclear Power Plants (Draft for Comment) (the "Draft for Comment") for public comments by August 14, 2020.
The Draft for Comment comprises 33 articles divided into seven chapters: General Provisions, Regular Reports, Reports on Important Activities, Reports on Construction Phase Events, Reports on Operation Phase Events, Reports on Nuclear Accident Emergencies, and Supplementary Provisions. In the part of "Regular Reports", the Draft for Comment stipulates submission requirements for the monthly report in the construction phase, the monthly report in the operation phase, the quarterly report on safety performance indicators, the annual report in the construction phase, the annual report in the operation phase as well as the annual report on equipment reliability data. Meanwhile, the Draft for Comment puts forward that before conducting the relevant important activities, a nuclear power plant shall responsively report to the local nuclear and radiation safety supervision station or the National Nuclear Safety Administration ("NNSA") in an effective way. Besides, the Draft for Comment also specifies requirements for the public disclosure of the relevant information pursuant to the Measures for the Disclosure of Nuclear Safety Information in the part of "Supplementary Provisions".
