The Ministry of Commerce ("MOFCOM") has recently issued the Announcement [2020] No.31, deciding to open an anti-dumping probe into polyphenyl ether imports originating from the United States.
The Announcement states that from the date when the Announcement is made, the MOFCOM will start an anti-dumping probe into polyphenyl ether imports originating from the United States, adding that this probe will target the polyphenyl ether dumped during the period between January 1, 2019 and December 31, 2019 and look into the damage caused to China's polyphenyl ether sector during the period between January 1, 2017 and December 31, 2019. According to the Announcement, the target product is polyphenyl ether imports originating from the United States and is listed under the tariff code 39072090 in the Tariff Schedule of the People's Republic of China for Imports and Exports. Also, the Announcement requires that any stakeholder shall, within 20 days from the issuance of the Announcement, register its participation in this anti-dumping probe with the MOFCOM's Trade Remedy and Investigation Bureau. When MOFCOM conducts the probe, the stakeholder shall truthfully report the situation and provide relevant information. The Announcement also clarifies that this probe starts from August 3, 2020 and should normally be concluded by August 3, 2021 but could be extended further to February 3, 2022 under special circumstances.
