The Department of Science and Technology of the Ministry of Industry and Information Technology ("MIIT") has recently formulated and issued the Guide to the Building of the Framework of Data Security Standards in the Telecommunications and Internet Sectors (Draft for Comment) (the "Draft for Comment") for public comments by September 10, 2020.
The Draft for Comment proposes that, by 2021, a preliminary framework of data security standards in the telecommunications and Internet sectors will be established, and more than 20 data security industry standards will be developed upon research, among other goals, and also clarifies the framework of data security standards in the telecommunications and internet sectors and several key fields and directions of data security standardization, namely, basic and common standards, and standards for key technologies, security management and key fields. The Draft for Comment also stipulates that on the basis of basic and common standards and standards for key technologies and security management, it is imperative to develop standards for key fields such as 5G, mobile internet, Internet of Vehicles and Internet of Things in combination with the development of the new generation of information and communication technologies, and gradually apply the standards to other important fields in light of the industry development; the relevant data security standards shall be formulated based on the development of key fields and requirements for data security protection.
