The State Council has recently issued the Overall Plan for the China (Beijing) Pilot Free Trade Zone, the China (Hunan) Pilot Free Trade Zone and the China (Anhui) Pilot Free Trade Zone, and the Expansion Plan for the China (Zhejiang) Pilot Free Trade Zone (collectively the "Plans").
The Plans specify the pilot reform tasks with different focuses. Firstly, they propose such specific measures as building a world-class innovation and entrepreneurship ecosystem, promoting the innovative management of trade in services, and exploring the construction of an international information industry and the digital trading port, for the pilot free trade zone ("FTZ") in Beijing. Secondly, they propose such specific measures as building a high-end equipment manufacturing base, realizing the interactive development of the service industry in Hunan, Guangdong, Hong Kong and Macao, and building a pilot zone for in-depth economic and trade cooperation between China and Africa, for the Hunan FTZ. Thirdly, they propose such specific measures as boosting scientific and technological innovation and financial innovation, promoting the transfer and transformation of scientific and technological achievements, and cultivating the layout of future industries, for the Anhui FTZ. Fourthly, they propose such specific measures as further raising the level of trade facilitation, advancing the liberalization and facilitation of investment, and promoting financial innovation to serve the real economy, for Zhejiang FTZ.
