The National Railway Administration ("NRA") on October 21 issued a circular to seek comments on two draft rules including the Provisions on the Supervision and Administration of the Safety of Railway Transport of Dangerous Goods and the Provisions on the Supervision and Administration of the Quality of Railway Construction Projects. The deadline for submitting comments is November 20, 2014.
The Provisions on the Supervision and Administration of the Safety of Railway Transport of Dangerous Goods clarify that the names of dangerous goods for railway transport shall be determined according to the provisions of relevant laws, regulations and standards, stressing that less-than-truck-load transport of dangerous goods via high-speed railway, intercity railway and other passenger dedicated lines or passenger trains shall be prohibited.
The Provisions on the Supervision and Administration of the Quality of Railway Construction Projects clarify the bodies responsible for the supervision of project quality and their duties, specify the quality liability of entities participating in the railway construction and meanwhile clarify the bodies responsible for the investigation and handling of railway quality accidents and their duties.
