The State Administration of Work Safety ("SAWS") recently released the Circular on Tightening the Safety Supervision of the Processing and Use of State-reserved Retired Single-base Powder Used in the Production of Fireworks (the "Circular").
The Circular requires tightening of the safety administration of enterprises that use State-reserved retired single-base powder, restriction of the usage scope of the products and tightening of the storage safety conditions. The Circular also requires a severe crackdown on illegal processing, operation and use of State-reserved retired single-base powder. It is clarified that enterprises that process and use retired single-base powder shall be strictly prohibited from purchasing the powder from illegal channels; any entity shall be strictly prohibited from processing and running retired single-base powder; any retired single-base powder enterprise shall be prohibited from selling unqualified products; and any fireworks manufacturer shall be strictly prohibited from purchasing retired single-base powder for processing and crushing (except for those having the qualifications for processing).
