The Ministry of Transport has released the System for the Reporting and Recording of Major Risk Sources concerning Work Safety in the Transport Industry (Draft for Comment) (the "Draft") for public comment by November 15, 2014.
The Draft consists of 22 articles in four chapters, including general provisions, content of and procedures for reporting and recording, requirements and supplementary provisions, and applies to the reporting and recording of major risk sources in such sectors as road transport, waterway transport, ports and wharfs, tank (storage) areas, urban public transport, highway and waterway construction projects, etc. The Draft clarifies the reporting and recoding of major risk sources including basic information, monitoring information, control information, warning information and incident information, and shall be undertaken on a regular basis and dynamically. In addition, any emergency information relating to major risk sources shall be reported or examined within two hours after their occurrence.
