Premier of the State Council Li Keqiang signed the Order of State Council No.656, pursuant to which the Interim Regulations on Real Estate Registration (the "Regulations") are officially published and will take effect on March 1, 2015.
The Regulations underline that China implements a uniform real estate registration system. The rights enjoyed by a person in real property under the law will not be affected by the change of a registration agency or of registration procedures.
The Regulations clarify that the land and resources authorities of the State Council shall work jointly with other related authorities to establish a uniform management platform for real estate registration information. The information registered by real estate registration agencies at all levels shall be incorporated into the uniform management platform for real estate registration information to ensure the real-time sharing of registration information among agencies at national, provincial, municipal and county level. In addition, right-holders and the interested parties may request and replicate the real estate registration documents, and registration agencies should make such documents available. The related government agencies may request and replicate the real estate registration information in connection with the investigation and handling of matters under the law and administrative regulations.
