The Ministry of Industry and Information Technology ("MIIT") has recently released the Standardized Requirements for the Recycled Chemical Fiber (Polyester) Industry (the "Standardized Requirements") for implementation as of July 1, 2015.
The Standardized Requirements require that the construction of recycled chemical fiber (polyester) project newly built or aiming to expand simply the production capacity shall be controlled strictly. The Standardized Requirements include nine contents including the layout of producers, the resource consumption indicators and the environmental protection, etc. As to the environmental protection, recycled chemical fiber (polyester) producers shall vigorously promote the clearer production technology and process, replace the process equipment of high consumption, low efficiency and serious pollution by those of low consumption, high efficiency and no or little pollution; the newly built and renovated or expanded recycled chemical fiber (polyester) projects shall be strictly subject to the environmental impact assessment system, and the construction of the projects failing to pass the environmental assessment approval is not allowed.
