Recently, the General Administration of Customs has issued the Announcement on Matters relating to the Certificate of the Import of Goods (the "Announcement").
According to the Announcement, for any of the following goods, a consignee may make an application to the customs for issuing a certificate after completing the clearance procedures for imported goods: 1. imported cars and motorcycles; 2. imported goods that need to be issued a certificate as provided by the special administrative provisions; 3. imported goods for which contracting states to the international conventions our country has joined or signed are required to fulfill their obligation to issue a certificate as prescribed in the conventions; 4. imported goods for which the customs have agreed to issue a certificate. Meanwhile, the Announcement defines "bonded goods entering special customs supervision areas or bonded sites under supervision from foreign counties" and other three kinds of goods for which the customs shall not issue a certificate. In addition, the Announcement provides that, for imported cars and motorcycles, a consignee may supplement and submit the specific data on cars and motorcycles through the same customs declaration pre-entry system to make an application to the customs for issuing a certificate after handling the formalities of customs declaration with the customs.
