Recently, the Ministry of Industry and Information Technology has issued the Standard Conditions for Internal-combustion Engine Industry (the "Standard Conditions") for implementation as of January 1, 2016.
The Standard Conditions cover eight parts such as conditions that manufacturing enterprises shall have, product requirements, and work safety and environmental protection. Specifically, the Standard Conditions propose that the State encourages and supports the research and development, production, promotion and application of advanced and applicable, safe and reliable, energy-saving and environmentally-friendly internal-combustion engine products, establish and improve the standards for safety, environmental protection, and energy conservation and work safety procedures of internal-combustion engines. Meanwhile, the Standard Conditions define that manufacturing enterprises shall have 12 conditions including "having the patent or trademark rights of internal-combustion engines and parts thereof". In addition, the Standard Conditions stress that enterprises shall strictly implement the national environmental protection and safety requirements, and the production sites shall comply with work safety conditions specified in national work safety laws, regulations and departmental rules as well as standards.
