Recently, the State Administration for Industry and Commerce has issued the Guidelines on Seven-day Free Return of Online Commodities (Draft for Comment) (the "Draft for Comment") for public comments. The period for feedback will end on March 5, 2016.
The Draft for Comment specifies, the commodities that will depreciate a lot if activated or tried out, such as mobile phones, computers and digital products that generate authorization or activation information, can be exempted from seven-day free return. As required in the Draft for Comment, an operator shall clearly mark the commodities exempted from seven-day free return, and include the link of "one-to-one" confirmation in the essential flow of selling such commodity; an online transaction platform supplier shall proactively undertake platform management, and urge online commodity operators on the platform to observe the provisions on free return.
