The State Administration of Press, Publication, Radio, Film and Television has issued the Administrative Provisions on the Publishing of Electronic Publications (Revised Draft for Comment) (the "Revised Draft for Comment") and the Administrative Measures for Reproduction (Revised Draft for Comment) for public comments by March 10, 2016.
Under the Revised Draft for Comment, the State adopts a licensing system for the publishing of electronic publications and no entity or individual may be engaged in the publishing and production of electronic publications without permission. Meanwhile, it is specified that a publishing entity may be established if it meets seven conditions such as "having the name and constitutions of the publishing entity of electronic publications"; those applying for the establishment of publishing entities shall submit seven materials including "qualification certification materials relating to the sponsor or governing organization". In addition, the Revised Draft for Comment stresses that publishing entities may not, in any form, transfer, lease, or sell the entity name, ISBN or CN ISSN for electronic publications to others.
