Recently, the General Office of the Ministry of Human Resources and Social Security has issued the Circular on the Implementation of the Enterprise Social Insurance Registration under the "Five Certificates into One" System (the "Circular").
The Circular makes arrangements in five aspects, including clarifying the applicable scope of the "Five Certificates into One" registration system reform, streamlining and optimizing the social insurance registration procedures for enterprises, and connecting the enterprise social insurance registration and the registration of employees' participation in social insurance. The Circular provides that all regions shall promptly establish social insurance registration procedures for enterprises that are compatible with the registration system of "Five Certificates into One with a Unified Credit Code". Newly established enterprises shall complete social insurance registration simultaneously while going through business registration. Once enterprises have been registered under the "Five Certificates into One" system, social insurance agencies shall receive data shared by the departments for industry and commerce promptly and shall place the Social Insurance Registration Forms generated for the enterprises on file. After having received the information on the enterprises' social insurance registration shared by the departments for industry and commerce, social insurance agencies shall remind the enterprises holding a business license issued under the "Five Certificates into One" policy to complete the social insurance registration for their employees within 30 days from employment.
