Recently, nine departments including the National Development and Reform Commission have distributed the Guiding Opinions on Fully Enhancing the Credit Construction in the E-commerce Sector (the "Opinions").
The Opinions clearly set forth efforts to enhance the credit construction throughout the whole processes of ecommerce businesses, establish the real-name registration and authentication system, improve the network trade credit evaluation system, intensify the administration efforts on network payment, build up a credit system for posting and delivery logistics, and strengthen measures to safeguard consumers' rights and interests. The Opinions require that e-commerce platforms shall make the identification and real-name registration system for clients put in place, check the identities of those entities and individuals that open online stores, particularly those dealing in foods, drugs, and daily consumer goods etc., and disclose such information as their business licenses or verified identifications to the public. Moreover, the Opinions propose the need of giving more incentives to subjects who keep faith and imposing more severe penalties against those committing dishonest acts, establishing and standardizing the "red list and blacklist" system for the e-commerce sector, and cracking down upon and rectify illegal and dishonest acts arising in the e-commerce sector.
